Partly right
The rich-world half missed: the Omicron wave of December 2021-January 2022 brought record case counts and new restrictions in the US and Europe, so the pandemic was not largely ended there by end-2021. By end-2022 most of the world had reopened, but China's zero-COVID exit caused a huge wave and WHO kept the global emergency until May 2023, so only a weaker version came true.
